The region’s population growth has been relatively stagnant over the past 30 years. With major out-migration of the domestic population and low foreign immigration, this trend has been especially true for young people – between 1990 and 2000 the region’s 20-34 year-old population declined by 18 percent, compared to a 5.4 percent decline nationally.

   
Each year tens of thousands of out-of-region and international students enroll at area colleges and universities, generating an annual economic impact that numbers in the billions. By attracting better and more students into the region we boost tourism and economic activity through spending, and lay the groundwork for offsetting negative population trends and accelerating the growth of our local, knowledge-based workforce.
   
The campaign is designed to increase demand to attend college in Greater Philadelphia by:
 
Elevating Philadelphia’s image as a premier college destination;
Helping area colleges attract better and more students;
Expanding Philadelphia’s reputation as a top destination for international students;
   
The “Enroll” initiative targets undergraduate, graduate and international student prospects as well as newly enrolled students. Past and present tactics include:
